Champions of norrath rom slow9/10/2023 I've messed around with this game a lot trying to get it to play right and these settings work great for me. Then set texture filtering to bilinear (ps2), Crc hack level partial (OpenGL recommended), check enable hacks. You should be able to run it at 4x fine, maybe even 6x. I have mine set to 8x and it runs at 60 fps but o have a gtx 1080 with an i7 6700k. Choose your graphics card, direct3d11 (hardware), interlacing on auto, allow 8 bit textures, internal resolution you can play with a bit. Under core settings - GS window, set your aspect ratio and window size to your monitors native settings (or whatever you want to use), set your speedhack preset to 2, DO NOT enable MTVU. My suggestion would be to revert pcsx (and I can only speak for the version I am running) to its default settings. My computer is a bit beefier but the OP's specs are sufficient to handle his game. It runs pretty solid, certainly better than how OP described. My FPS is a solid 59-60, it hardly ever fluctuates from that regardless of what other issues I encounter.
